Public Health Emergencies & Mass Clinic Operations

  • This 14 minute PowerPoint presentation with audio offers viewers an overview of public health emergencies which would require a mass clinic response.  Viewers will learn the circumstances in which a mass clinic would be necessary as well as what would occur at such a clinic.

Citizen Corps:  Overview and Charter Programs

  • Citizen Corps, a component of USA Freedom Corps, was created to coordinate and train volunteers to participate in activities to make their families, homes, and communities safer from the threats of crime, terrorism, and disasters of all kinds.

ICS (Incident Command System) IS-100

  • The Incident Command System (ICS) is a management system used to achieve command and control within an organization and inter-agency coordination during any type of emergency.

NIMS (National Incident Management System) IS-700

  • NIMS provides a consistent nationwide template to enable all government, private-sector, and nongovernmental organizations to work together during domestic incidents.  This course introduces NIMS and takes approximately three hours to complete. It explains the purpose, principles, key components and benefits of NIMS.

EOP (Emergency Operations Plan)

  • This document provides a general overview to carry out emergency operations including continuity of government, emergency functions of responders, mobilization of resources, and public information.

HAN (Health Alert Network)

  • The Wisconsin Health Alert Network (WI HAN) is a communications system for Wisconsin's Public Health departments, hospitals, clinics, emergency rooms, laboratories, law enforcement, fire service, EMS, volunteer and other health agencies.

TRAIN (TrainingFinder Real-time Affiliate Integrated Network)

  • TRAIN, is the nation’s premier learning resource for professionals who protect the public’s health. TRAIN is comprised of the national www.train.org site and participating TRAIN affiliate sites. Affiliate sites are managed by many state public health agencies, academic partners, and others.

    TRAIN users can access information about local, state or national training available to them through any participating TRAIN site. 

    Learners can use TRAIN to:

  • Search or browse the nationwise database for on-site or distance learning courses

  • Sign up for emails about new courses

  • Create a personal learning record of competency-based training

  • Provide and view feedback about courses listed on the site

  • Register online for many courses

    TRAIN is a project of the Public Health Foundation with a grant from The Robert Wood Johnson Foundation and funding from participating states and the Centers for Disease Control and Prevention. 

Working in a POD (Point Of Dispensing)

  • This online interactive course provides an understanding of what a Point of Dispensing is, how it operates, and what functional roles may be assigned to volunteers serving in a POD.  This is free and open to the public.

Mass Dispensing:  A Primer for Volunteers

  • This online program, provided by University of Minnesota Center for Public Health Preparedness, consists of an introduction and three training modules which provide an overview of the general operations and important roles of volunteers at a mass dispensing site. The program includes a multiple choice pre- and post-test.  When you have passed the post-test, you will be able to print out a certificate.  An additional tool included in this program is a volunteer self-assessment to help you determine what positions you may be best suited to fill at a Mass Dispensing Site.  Your Volunteer Coordinator may request that you provide her/him with your completed volunteer self-assessment form and your certificate to be maintained as part of your training record.

Identification Badging

  • Learn about the conditions under which your ID badge is to be worn, what information is included on your badge and how to check in and out during an exercise or real-life response.

Job Action Sheets (JAS)

  • Every position in a public health mass clinic has a corresponding document that details the responsibilities for that position. The JAS provides a description of the job, qualifications, duties and check-in/out activities.

Shelter Operations

  • Shelters are opened to meet the needs of people displaced as a result of a disaster.  With American Red Cross as the lead agency, Public Health and Human Services also have a role in shelter operations.

Strategic National Stockpile (SNS)

  • CDC's Strategic National Stockpile (SNS) has large quantities of medicine and medical supplies to protect the American public if there is a public health emergency (terrorist attack, flu outbreak, earthquake) severe enough to cause local supplies to run out.

Psychological First Aid

  • Psychological First Aid is an evidence-informed approach for assisting children, adolescents, adults, and families in the aftermath of disaster and terrorism.

  • This training is for MRC volunteers who have an undergraduate or advanced college degree in the mental health field.
